Atmosfera tajności

Skąd się wzięła charakterystyczna atmosfera tajności w polskiej administracji publicznej i jakie są jej konsekwencje? Na stronie Pozarządowego Centrum Dostępu do Informacji Publicznej można znaleźć wiele dobrze udokumentowanych przypadków gdy urzędnicy pełniący funkcje publiczne z irracjonalnym zaangażowaniem chronią informacje, które na żadną ochronę nie zasługują.

Zjawisko to wydaje się mieć na tyle silne podłoże kulturowe, że skutecznie broni się nawet przed regulacjami — takimi jak ustawa o informacji publicznej (sprawy Prezydent i OFE or az ZUS i Janosik).

W książce R. V. Danielsa The End of Communist Revolution poświęconej historii rewolucji komunistycznej w Rosji znalazłem taki fragment:

Worst of all was the veil of secrecy that the totalitarian state threw over all its economic operations. Secrecy gave cover to the stupidity, irrationality, and sheer corruption that prevailed among the post-purge generation of Stalinists. Secrecy not only walled the Soviet economy off from the outside world but isolated different enterpises and institutions from each other, and thereby worsened country's technological lag. The center could not get reliable information even before it falsified its aggregate statistics. No one controlled the waste of capital, energy, human talent, and the carrying capacity of the environment
